The Problem

Summary: Policymakers often make decisions based on assumptions because gathering real-time public opinion is expensive and slow. While citizens constantly discuss national issues in private WhatsApp groups, this valuable feedback never reaches the government in a structured way. The Problem: How can we capture the "voice of the street" without relying on expensive field surveys? Why is it easier to spread a rumor on WhatsApp than to send feedback to a Ministry? How can we turn the country's most popular app into a tool for civic engagement?

Proposed Solution

Build a WhatsApp Polling Chatbot. Instead of complex websites, citizens simply message a "Civic Number" (e.g., "Hello"). The bot replies with the "Question of the Week" (e.g., "How is the electricity supply in your area?") and provides clickable buttons for answers. It also allows users to submit Voice Notes for qualitative feedback, which are transcribed by the system.
